One of the unique facets about our chapter is our endeavor to establish a fair and comprehensive method of ranking our officials. We pride ourselves on ensuring that each of our officials gets ranked each year.
As you will see in the ranking information below, it is quite an in-depth process that involves an Officiating Rating Sytem that is then applied to an Officials Rating Sytem. The system determines your individual ranking which slots you into the Ranking Matrix. Its has a lot of “parts” to the process. It is actually a “work-in-progress”. NTBOA
The level (classification) of game(s) that an official in the North Texas Basketball Officials Association can be assigned is primarily established by a pre-determined ranking of EVERY official that is a member of the NTBOA.
In order to be assigned games by the NTBOA assignments team, an official must go through a yearly ranking process.
The ranking process is administered by the ARC (Administrative Ranking Committee), which is composed of members in good standing in the NTBOA and is appointed by the president of the NTBOA. The president appoints an ARC chairperson and that chairperson selects officials to work on the committee with him or her, subject to board approval.
The ranking process contains (4) major Critical Performance Elements. The elements are:
I. Leadership/Game Management
II. Professionalism/Attitude
III. Rules Knowledge and Application
IV. Continual Learning/Self Improvement
Each of the four elements contain five (5) Performance Aspects.
I. Leadership / Game Management
A. Viewed by other officials and coaches as a leader, demonstrated by proactive leadership attributes both on and off the court
B. Has demonstrated and/or is capable of handling/ diffusing difficult issues as they arise
C. Communicates effectively with players, coaches, and crew members
D. Exudes confidence in making calls and communicating with coaches
E. Proactively mentors newer/younger officials
II. Professionalism / Attitude
A. Carries himself/herself in a professional manner
B. Arrives at designated site promptly, is courteous, and professionally dressed
C. Places significant emphasis on the success of the chapter/co-officials. This is demonstrated by contributions to the success of the chapter and a positive, selfless attitude with partners
D. Is a role model for other officials
E. Maintains a positive attitude as it pertains to receiving constructive criticism, guidance and direction
III. Rules Knowledge and Application / Judgment
A. Has demonstrated and / or is capable of applying knowledge of the rules in game situations
B. Is cognizant of what partners are calling as it relates to the overall consistency of the crew
C. Demonstrates ability to allow plays to develop/referee the defense
D. Utilizes approved mechanics and applies them in a clear concise manner
E. Exercises sound judgment with respect to play selection
IV. Continual Learning / Self Improvement
A. Attends college/high school level camps and NTBOA education sessions to improve overall officiating skills
B. Has a strong knowledge of the rules (test scores exceeds-90%, meets -80-89 %, needs improvement – below 80%)
C. Through observed actions and interactions, is continually striving to better himself/herself as an official. This is demonstrated by: requesting feedback/counsel from other officials; attending games to observe senior officials; studying game films, etc.
D. Conscious of physical appearance and works to maintain overall physical fitness
E. Runs effectively in order to achieve effective positioning at any level of play
OFFICIALS RATING SYSTEM
Each official will be evaluated using the Critical Performance Elements (CPE’s). The rating for each critical performance element will be based upon review, evaluation and consideration of all of the performance aspects of the CPE. The following scale will be used for determining a rating for each CPE:
Excellent – “1” – “Excellent” rating in more than half of the Performance Aspects. Must achieve a “Very Good” rating on the remaining aspects.
Very Good – “2” – “Very Good” rating in more than half of the aspects. Must achieve a “Good” rating on the remaining aspects.
Good – “3” – “Good” rating in more than half of the performance aspects. Must achieve an “Average” rating on the remaining aspects.
Average – “4” – “Average” rating will be given if any of the aspects are rated as “Needs Improvement”.
Needs Improvement – “5” – “Average” rating in more than half of the performance aspects with a “Needs Improvement” rating on the remaining aspects.
Needs Extensive Improvement – “6” , “7” – “Average” rating in less than half of the performance aspects with a “Needs Improvement” rating on the remaining aspects.
Ratings for the performance aspects will be based on the frequency the respective performance is demonstrated:
Excellent – Sustained Consistency
Very Good – Usually
Good – Generally
Average – Occasionally
Needs Improvement – Rarely
Example: CPE I – Official receives an “Excellent” rating on two of the aspects and a “Very Good” rating on three others. Since the scores do not meet the standard for an “Excellent” rating, yet exceeds the “Very Good” standard, the evaluator has the discretion to give the official a 1.25 – 1.75 rating on the element.
At the conclusion of the evaluation, the evaluator will total the scores for the four elements and average them together to determine an overall rating. For example: CPE 1 – 1.5
CPE 2 – 2
CPE 3 – 2
CPE 4 – 1.5
The official’s score would be 1.75. If the average of the four elements falls between a quarter increment (1.5 – 1.75), it will be the evaluator’s discretion to round up or down to the nearest quarter increment.
